Theory of Change
KIPD’s work follows a deliberate sequence — from generating rigorous evidence to driving measurable action — so that research consistently leads to institutional and policy change.
From knowledge to action, in four stages
Research & Analysis
Evidence generation through rigorous research, surveys, and data analytics.
Policy Intelligence
Analysis and interpretation to produce actionable insights, briefings, and recommendations.
Strategic Dialogue
Convening government, academia, civil society, private sector, and communities for inclusive policy dialogue.
Implementation Support
Technical and capacity support translating policy into institutional action and systems change.
Learning & Adaptation
Feedback loops and monitoring to refine approaches and strengthen long-term institutional learning.
Strategic Objectives
What we are working toward
Five objectives guide KIPD’s research, programs and partnerships across all eight pillars.

- Develop leadership, youth empowerment, and digital skills in partnership with tertiary institutions and innovation communities.
- Strengthen research, analytics, foresight, and strategic planning systems across the country.
- Preserve Somali history, culture, and intellectual heritage as tools for identity, social cohesion, and national continuity.
- Promote civic dialogue, institutional trust, social cohesion, and inclusive national participation.
- Support climate resilience, environmental sustainability, and long-term institutional resilience.
- Foster collaboration between government, academia, civil society, private sector, and development partners.
- Build KIPD into a nationally respected knowledge-to-action institution and strategic foresight center.
